The San Joaquin Building and Construction Trades Council (SJBTC) works to advance the health, safety, and economic well-being of our members and their families by:

Advocating at all levels of government for policies and practices that uphold the rights and dignity of working people.
Building strong partnerships with community-based organizations and local allies that support and empower workers across San Joaquin County.
Expanding local, high-road construction jobs and creating equitable opportunities to union career pathways.
Protecting and strengthening collective bargaining rights to ensure fair wages, benefits, and safe working conditions.

Executive Director

Tim Robertson

Tim is a prominent labor leader dedicated to expanding economic opportunity through strong partnerships between labor, industry, and public agencies. Previously, he served as Executive Director of the North Valley Labor Federation.

Tim has spent much of his career advocating for working families in the Central Valley. He serves on the San Joaquin County Workforce Development Boards where he promotes career pathways to prepare local residents for family-sustaining careers.

Tim holds a bachelor’s degree from the University of Virginia. His work is rooted in community organizing and collaboration, with a focus on practical solutions that support working families and strengthen the region’s economy.

Program Director

Lupita Gutierrez

Lupita is passionate about improving socio-economic outcomes for working families and underserved communities.

As a Program Director, Lupita works to expand access to good-paying, local union construction jobs. Previously, she was an urban planner with the San Joaquin Council of Governments, focusing on transportation, climate, and workforce development initiatives.

A first-generation college graduate, she holds a bachelor’s degree from UC Berkeley and a Master of Public Policy (MPP) from the UCLA Luskin School of Public Affairs.

In November 2024, Lupita was elected to the Waterford City Council, becoming the first Latina to hold this position in her hometown's history.

Community and Workforce Organizer

William Muetzenberg

William Muetzenberg is a mission-driven advocate, dedicated to fostering economic opportunity and social equity. A long-time resident of San Joaquin County, he possesses a deep-rooted understanding of the unique challenges and strengths within his community.

With over a decade of experience in advocacy, William has built a career centered on empowering individuals and strengthening local networks. He excels at bridging the gap between community needs and systemic solutions, utilizing his extensive expertise to drive meaningful legislative and social change. He remains committed to building a more resilient, inclusive workforce for the region he calls home.

William holds a Bachelor's Degree in Political Science and Government from UCLA.
